Mechanical and Electrical Engineering Working Party of National, Regional and Local Authorities (AMEV)

The Mechanical and Electrical Engineering Working Party of National, Regional and Local Authorities (AMEV) is a body of experts in the field of facilities engineering. This body brings together around 60 senior executives from the construction authorities and companies of the Federal Government, the federal states and local authorities and from the scientific and research community.

The AMEV has set itself the objective of exchanging experience from the different levels of the public sector construction authorities, creating working aids and guidance and ensuring that knowledge is shared with junior staff.

The AMEV secretariat is part of Division B 12 ("Facilities Engineering and Building Services Plant") at the Federal Ministry of Transport, Building and Urban Development. In accordance with its own rules of procedure, the secretariat is responsible for the organizational management of the AMEV's activities.

Tasks of the AMEV

The working party addresses issues related to the planning, construction and operation of building services in public sector construction at national, regional and local level. In the field of building services plant, facilities engineering includes sanitation, heating, ventilation and air conditioning systems, plus systems in the renewable energy sector, such as small-scale combined heat and power (CHP) systems, solar power systems and fuel cells.

In the electrical field, facilities engineering comprises high-voltage, lighting, materials handling, lightning protection, telecommunications and information technology systems, plus building automation systems.

To develop working aids for these technical installations, the AMEV comprises highly experienced specialist engineers who, as members of working groups, have developed practically based recommendations for over 30 different specialist fields, and regularly update these recommendations as required.

In addition, the AMEV identifies practice-related indicators and engages in a reciprocal exchange of information on research projects and research findings with the aim of ensuring their coordinated translation into practice. It promotes the use of high-performance software in facilities engineering and observes new market trends, for instance in the facilities management sector.

These experts meet twice a year with the construction authorities and companies of the Federal Government, the federal states and local authorities for an exchange of experience. At these meetings, the AMEV members provide information on and discuss topical issues and adopt findings.
